The people of the city of Vancouver got to vote in a plebiscite whether to have it, it passed by not a whole lot: 64% "yes" out of a 46% voter turnout, so that means about 29% of the population of Vancouver got to decide. For the rest of the people in this province, we got no say at all - but it's our taxes, as well as theirs, that will pay for this rich man's party. About the only place you'll find large numbers of "boosters" is in Vancouver itself, though a lot of people in that city are getting mighty annoyed about it too.
